The 2010 Winter Rulebook is now available, though I have not yet created the reference guide for use at events. That should be forthcoming in the next couple of days once I catch up on all of the Logistics stuff. The Rulebook in Word 2007 format can be downloaded here. Even if you have an older copy of Word you can download a free plugin from Microsoft to view it. Recent copies of Open Office should also be able to view it however just in case you are having trouble viewing it there is also a copy available in PDF, however it does not include the change list.
The only significant change from the Beta is that the rules for Scribing have been streamlined a bit. There is no longer a mechanism for scribing Smith items, though Scribing can still be tattooed (also, the description of Maps and Ritual symbols *do* contain rules for scribing on things since those were the only two where it really made sense anyway).
The complete change list is as follows:
General Rules Changes
A Character is considered Lightly Armored if they are wearing 50 armor points, rather than 40 as with previous rules releases. This affects rush, mortal strike, mortal dodge, and crippling strike.
Racial Abilities
Nine Lives clarified – does not work if under 1 body
Necromancy can de-animate undead
Skills
Juggling now stops alchemy, spells, and missile weapons. Its prerequisite was changed to 2 purchases of either Mortal Parry or Mortal Dodge. It does not stop Elixirs anymore.
Spell Blocking was rolled into Juggling
Last Stand now immune to Bolt of Mana damage.
Casting no longer requires Read Magic as a prerequisite. Characters may now cast from Spell slots even if illiterate
Spells
Spell books have been replaced with Spell Focuses. Discussed at the beginning of Chapter 5, in the Scribe Section of Chapter 5, and the end of Chapter 7: Smith.
3 second wait time for spells in magic items was removed
The Armor Spell was Removed
A new first level spell, Status, was added
The description of Sanctuary was updated so that it can be dropped without casting
Scribe
Scribing was split into two categories – consumable and permanent scribing. Consumables are things that are burned when used (Spell/Ritual Scrolls) while permanent are everything else.
Alchemy and Elixir recipes had costs adjusted, and you can now buy a recipe for an entire discipline at once
Rituals
A ritual symbol must be erased after each ritual, unless made with master crafted chalk or ink. Permanent ritual symbols may not just be drawn with Indelible Ink anymore – requires Scribe production to do so.
Bolt of Mana is now a variable level ritual. 4th level does the same thing that Bolt of Mana did prior to the change. 6th level additionally allows the character to expend a 3rd level Spell Slot to deal 5 times damage (“Bolt of Mana <damage>”) or a 5th Level Spell Slot to deal 10 times damage (“Blast of Mana <damage>”).
Alchemy
Blade Venom now works with all elixirs from the Discipline Poisons.
Elixirs
Cremation’s production cost was raised to 30 PP
Indelible Ink is now 10 PP
Erasure is now 50 PP
Elixirs are now separated into disciplines
Holy water and Quicksilver have constraints when used with blade venom – they can only harm, not cure
Obfuscate is now applied and can be used on a character or item
Smith
Armor was changed from Leather, Studded Leather, Brig, and Plate to Soft, Studded, Mixed, and Rigid (Chain remains the same). Heavy leathers now count as Rigid.
Monster Abilities
Added new Monster Racial Ability Alchemical Effect
Added new Monster Racial Ability Spirit Taint
